Diaphragm can change the focus within the picture to a different subject. The light was able to be focused on to the girl in the picture and created the background blurry. To achieve this the diaphragm would have more blades. The effect of this is that light was controlled. The iso would be lower is was a very bright day in this picture but if not it should be raised in order to gather light, however lowering the iso will make the picture blurry and since this picture is not the iso would have been low. The shutter speed controls the amount of light let in. In this case it appeared to be a very bright day so the shutter speed would have not needed to be lower.
